Entitlement Basics

The CNPweb allows your state agency to distribute its entitlement dollars between the Food Distribution Program subprograms and the participating sponsors in each subprogram. Your organization's entitlement dollars provide a spending limit for products you receive based on your state agency's policies and procedures.

The CNPweb provides tools that allow you to view the entitlement dollars distributed to your organization for the program year for each subprogram, and tracks your entitlement use throughout the program year.

Estimated and Final Entitlement

Your state agency estimates your entitlement dollars at the start of a new program year. After the close of the previous program year, the USDA determines your state agency's final entitlement amount. Using a fair-share basis number, your state agency distributes the final entitlement to your organization.

Your final entitlement can be more or less than your estimated entitlement.
Each sponsor has a fair-share basis number determined by your state agency policies and procedures. It is based on your organization's program participation.
